Before you list your flat: EİDS authorisation explained

A 31 August 2023 amendment to Türkiye's Regulation on Real Estate Trade requires listing platforms to run a check before publishing: the property must belong to the person listing it, their spouse or a first- or second-degree blood relative, or the owner must have authorised that person.

Checks are carried out through the Ministry's Electronic Listing Verification System (EİDS). Identity checks began on 1 November 2023 and authorisation checks on 15 September 2024; they have been mandatory for rental listings since 1 January 2025. Today the rule covers both sale and rental property listings.

The owner logs in to the "EİDS Taşınmaz İlanı Yayınlama İzni İşlemleri" service on e-Devlet, selects the property, enters the agency's licence number and sets an end date for the authorisation, which cannot be shorter than three months. Only agencies holding a real estate trade licence from the Ministry can be authorised.

For owners who have just received their keys, an agency can list the flat only after the owner gives permission. The authorisation screen shows the properties registered in the owner's name, so the flat must appear in your name at the land registry. The property number needed for the listing is shown in e-Devlet's "Tapu Bilgileri Sorgulama" service and on new-style title deeds.

The permission covers listing only. It does not allow the agency to carry out title deed transactions or otherwise deal with the property, and it does not replace a written authorisation agreement. It is worth choosing the duration with a realistic view of how long a sale or letting might take.

Owners, their spouses and first- or second-degree blood relatives can also list the property themselves; the system then checks ownership and family ties automatically.
